Francis Hopkinson, a signer of the Declaration of Independence from New Jersey, was the Treasurer and head of the Continental Loan Office during the revolutionary War. This document, signed by him, is a Third Bill of Exchange in the amount of $120, dated Feb. 1, 1779, Serial Number 359. It is in a high degree of preservation, grade Choice XF-45 by PMG and bears and excellent example of the founding father's signature. This example of the issue was printed on paper with the watermark "United States 3".

The Bills of Exchange were issued to help finance the Revolutionary War. This example was made for redemption in Paris for $120 or 600 Livres. Because of the many hazards and risks of transportation to Europe, especially during the war, four copies of each bill were sent. If the first bill was received, it was considered valid and used. If it was captured or otherwise lost it was consequently invalid; any one note of the set that made it to Paris was the survivor that made all the others invalid and valueless.

The note was made payable to Joseph Bullock and is endorsed by him on the back. There are also two other endorsements as well; one of which contains the signature of William Bingham.
